INTRODUCTION An early version of this paper was presented to an 'Update' on 'Economics and Governance' in Solomon Islands held in the national capital, Honiara, in March 20002 The paper was given on the last afternoon of the conference in a session called 'Other Aspects of Governance'. Bronwen Douglas, who co-organized the session, was annoyed and embarrassed that issues relating to women and ordinary people were relegated to the tail-end of the conference and that many men in the audience left beforehand. But for the contributors, all but one of them women, it was a valued opportunity to participate in an important national symposium, the more so since women and women's issues often have a minimal presence in such gatherings. The very fact that women achieved a forum at the conference demonstrates that their importance in good governance within the home, the community, and the nation is receiving recognition. Far from being disappointed, I considered the session the highpoint of the conference and those present as fortunate to be there.
